2 Section 1: Overview Jordan University of Science and Technology (JUST) is working to enhance its network infrastructure to be standardized and to get the best possible performance and security level. This document is an invitation for qualified bidders to offer their Network Access Switches as described below in the technical specifications section. Section 2: General Terms and Conditions 2.1. It will be the bidder s sole responsibility and on his own expenses to understand the site nature and environment and all requirement that are related to the tender or that may influence it's pricing The bidder will be fully responsible for verifying any information that may be made available to him. Under no circumstances will JUST be deemed responsible for the consequences of any such offered information Bidders requiring further information or clarifications may notify JUST in writing at Central Tendering Department, JUST will respond in writing to any request for information or clarification of the bid To assist in the examination, evaluation and comparison of bids, JUST may at his discretion ask the bidder for a clarification of his bid. Such clarification shall be in writing and no change in the price or substance of the bid shall be sought offered or permitted JUST will determine to its satisfaction whether the bidder selected as having submitted the lowest-evaluated responsive bid is qualified to satisfactorily perform the project The determination will take into account the bidder s financial, technical and production capabilities. It will be based upon an examination of the documentary evidence of the bidder s qualifications submitted by the bidder as well as such other information that JUST deems necessary and appropriate An affirmative determination will be a prerequisite for award of the tender to the bidder. A negative determination will result in rejection of the bidder s bid. Page 2 of 6

JUST will award the tender to the successful bidder whose bid has been determined to be the most proper responsive bid, provided further that the bidder is determined to be qualified to satisfactorily perform the Contract The bidders may consider the specifications in the technical specifications section as guidelines for building the solution that achieve the goal. Bidders can offer products that can achieve the goal with modified specifications and JUST has the right to consider whatever it deems appropriate If any Item needed during the installation and was not stated in the offer; then it is the bidder s responsibility to provide it at no cost It is the bidder responsibility to deliver and support the awarded systems with all of its hardware and software components. Section 3: Format of the Proposals Overview. Detailed hardware and software description. Prices: All prices should be in JD, clear, itemized and include all taxes. If an item is not priced then it will be considered free of charge. Bidder qualifications: as requested later in this document. Training: as requested later in this document. Warranty, maintenance and technical support. Section 4: Evaluation Criteria Compliance with specs. Price. Quality of proposed products. Bidder Qualifications. 4 Section 5: Bidder Qualifications Bidder should have enough experience and certified technical staff to support the offered devices. Bidders should have valid partnership with the vendor of the offered devices. JUST will consider the local available number of qualified and certified engineers as an indication for the capability of the bidder to achieve the project goals. Name, experience, certificates and CVs of the staff who will do the installation and support should be included. References for similar projects should also be included. Section 6: Training The offer should include site training for the technical staff of Computer and Information Center (CIC). Training must focus on the following: o Operation. o Problems and fault analysis. o Software installation and administration for the associated software modules. o Configuration. o Management. The offer should include professional certified training courses for JUST technical team, it should be delivered by a vendor certified trainer, and the offered training should show course name and training timetable. Section 8: Technical Specifications Access Switches (Qty 100) Bidders should quote for Access switches with the following specifications. Different models and options for offered access switches should be included according to the below table. General specifications: 1. All offered switches must be from the same vendor and compatible with all JUST Switches. 2. All devices must be rack mountable in standard network cabinet. 3. All devices must be new, and no announcement for end of sale or end of life of the offered devices. 4. Any subscription/licensing needed for any device must cover the free warranty period for the device. Page 4 of 6

5 Technical specifications: 1- Managment: The devices should support all of the following protocols and features: a) CLI and Web browser (telnet,ssh,http,https). b) SNMPv1,SNMPv2 and SNMPv3. c) IEEE 802.1AB Link Layer Discovery Protocol (LLDP). d) Multi-level user s privileges. e) Software Upgradable. 2- Connectivity: The device should have the following connectivity ports: a) Gigabit Ethernet uplinks in dual-personality ports for both Copper and Fiber transceiver (SFP). b) 10/100 Ethernet access port with autosensing. c) IEEE 802.3af Power over Ethernet (PoE) (for PoE switches). d) Rj-45 console port 3- The devices should Support the following protocols & features: IPv6, LAP, NTP, mstp, port aggregation, Voice VLAN,ARP,and ACL. 4- The devices should Support the following Security Features: IEEE 802.1X, Port security, DHCP protection, Dynamic ARP protection and IP Source Guard. 5- The devices must be Non-Blocking in term of switching throughput and in Power supplement for the PoE switches. 6- All Switches must be suitable for JUST existing Network cabinets. 7- Bidder must quote for SFP (LC connector SM and MM) that can communicate with CISCO, HP, and 3Com switches. 8- The switches must be covered with lifetime warranty. 9- Bidders should offer their switches according to the below table, and they are encouraged to offer any other option.
